Regulator introduces three-phase approval process with public dashboard and defined timelines
Canada's banking regulator has rolled out a new framework designed to make it easier for eligible institutions to enter the federal financial system.
The Office of the Superintendent of Financial Institutions said the Streamlined Approvals Framework for Targeted New Entrants gives qualifying applicants, including credit unions and businesses operating innovative or emerging banking models, a faster and more transparent route to obtaining federal regulation.
The process runs across three defined phases, moving from an initial readiness assessment through to ministerial approval and the start of operations.
OSFI said defined timelines and a risk-based assessment approach underpin each stage, and a new public dashboard will allow applicants to track the progress of their application throughout.
Superintendent of Financial Institutions Peter Routledge said the changes were designed to improve clarity without reducing standards.
"We aim to create a smoother, more accessible pathway for credible new entrants navigating the federal process, without lowering our standards,” he said. “That means being clearer about what we expect, more transparent about the process, and more risk-based in how we assess applications. Done well, this can support greater competition and responsible innovation without compromising the safety and soundness of the financial system."
The regulator said the framework aligns with federal policy direction from Budget 2025, which included measures to reduce barriers for credit unions seeking to operate under federal oversight.
OSFI noted that all applicants, including those using the streamlined pathway, will continue to be assessed against legislated and regulatory threshold criteria. The initial readiness assessment is described as a structured, time-bound pre-application stage that helps determine whether an applicant is well positioned to proceed under the new pathway.
Those found unsuitable for the streamlined route will be formally notified and redirected to OSFI's existing approvals guides and processes.
