Canadian Pacific Railway is refusing to pay a federal fine for failing to meet minimum volumes for shipping grain.

Canadian Pacific Railway is refusing to pay a federal fine for failing to meet minimum volumes for shipping grain. The $50,000 penalty is for missed shipments in September when the rail operator says it was delayed by the Labour Day closure of the Port of Vancouver. It is appealing the fine through the Transportation Appeal Tribunal of Canada.
