Obama urged to sign-off Keystone XL as Congress gives it the green light President Obama’s signature is now the only thing holding up the formal approval of the Keystone XL pipeline. The Republican-dominated US Congress gave the bill to approve construction the green-light today as Speaker John Boehner signed it. President Obama has threatened to veto the plan but Congress has urged him to “do the right thing” and agree it. TransCanada will have to wait until after Congress’ week-long recess for it to be sent to The White House.
