Keystone XL boss says call for environmental review is a delaying tactic

Keystone XL boss says call for environmental review is a delaying tactic The chief executive of TransCanada says calls by the US Environmental Protection Agency for a review into the impact of the Keystone XL pipeline is just a delaying tactic.
